Chad Fogg

Standards Strategist
Chad Fogg is an early explorer of new technology trends, specializing in video coding and neuroscience. In the field of consumer electronics, Chad was the architect of the real-time video JPEG codec for OKI Semiconductor in 1991. In 1994, he became a DSP developer and architect at Chromatic Research (acquired by ATI), which created a programmable graphics controller enabling the first PC platform DVD player. With Gary Sullivan, Chad co-authored the Microsoft DirectX Video Acceleration (DXVA) specification now used in most PC graphics cards to accelerate video codecs. The startup company Chad founded in 2001 pioneered film grain synthesis and layered scalable video coding (SVC) for high-definition on DVD.

Chad has participated in several media standards projects since 1992, serving as an editor of numerous MPEG-1 and MPEG-2 specifications and serving as a C-Cube Microsystem representative during the H.263 and early H.264 projects. He currently represents several companies in the ongoing H.265 and MPEG 3D projects. His doctoral research in neuroscience focuses on cortical processing and is funded by the USAF to design next-generation digital video links for unmanned aerial vehicles.
