On the "More Info" tab of the Premiere Pro Export Setting dialog box, you can check the box "Automatically check for updates?" which will check for updates each time Elemental Accelerator is launched (but no more than once per day). You can also hit the "Check for updates" button yourself.  When you initially install the plug-in, it will check to make sure you are installing the most up-to-date version.
